I'm not sure I understand the problem. Microsoft's response clearly says the condition is harmless.
Using Windows XP Service Pack 2, Norton Disk Doctor from Norton utilities 2002. Norton AntiVirus. My hard disk is Seagate 40gb.
Most of the time when using Norton Disk Doctor to scan for hard disk errors, it comes up at the end saying Security Descriptors are Not Fixed.
Even if you check the box to fix errors automatically nothing is done and it just invokes a Windows scan disk on reboot which scans File Data and Surface Test and does not detect anything wrong - which suggests to me that a program running whilst Windows is running is sometimes causing the 'errors'.
I have researched this no end and can say it is not a physical disk problem. I have come to the conclusion that such errors are caused by software, a program such as Norton AntiVirus or some drivers that might not shut down properly when Windows is shutdown, or as large amounts of data (such as games - KotOR-4gb) are installed on to Windows.
And yes, The errors still come back after a zero-fill format, a normal format, and a re-install of Windows. I have been closely monitoring this discussion on the subject but no one really knows what the problem is - at least I know I'm not the only one.
Has anyone else had this problem? Other than switching to Linux or getting a Mac, does anyone know anything about how to solve this? There is no slow down or any problems on my computer - it starts up in around 30 seconds (fast) and has sufficient cooling.
I am aware of all the internet has to say about the subject - I have been 'researching' this for a year now. And I have Seagate SeaTools.

I have had this 'problem' before aswell, although it's not really a problem. Do you use Norton AntiVirus? If so it is known that it causes Security Descriptors to reset - and programs other than Windows shouldn't be allowed to access and change them apparently... I've even had the 'Indexes' coming up as Not Fixed aswell on occasion.
