Mouse acceleration fix

I found this on the FO3 official forum. I think that a lot of people may find it useful.

add these lines to the [controls] section of your fallout.ini:

fForegroundMouseAccelBase=0
fForegroundMouseAccelTop=0
fForegroundMouseBase=0
fForegroundMouseMult=0

voila, nice controllable mouse.

Oooh... Hm, just tested. Feels a bit more responsive, indeed.

For New Vegas use:-

Edit Fallout_default.ini located in the game directory. (Default location is C:\Program Files (x86)\Steam\steamapps\common\fallout new vegas)

All other sets are identical to the FO3 implementation.
