I don't know about any normal cheats, but you could try to install Thief MultiPlayer, host Soulforge, and enable cheats. Then type /s watercrystal and you can get as many water arrows as you want.
Does anyone know of any cheats that can give me more water arrows or mines? I always hate playing the final mission Sabotage at Soulforge because there's never enough weapons to disable or destroy all of the machines and I would like to give that a shot, but I need more water arrows, fire arrows or mines to do it. Any suggestions?

You could learn to crush enemies under elevators if the goal is to destroy all the machines. It saves your equipment for the things that won't pursue you. You can also learn to get the Combat Bots to blow themselves up and other AIs, by making them accidentally bounce their canonballs off of things back at themselves.
I remember I tried to play Soulforge with as much available equipment as possible. It was enough to disable nearly all the robots (combat bots, spider bots and the little ones) and some cameras. It can be realized if you don't waste ANY arrows/mines/frog eggs. It's difficult, but it's possible.
And of course, don't forget you can make mines yourself - you can produce 7 extra ones or such if you'd like to.
Forgot to say one more thing: you can disable any robot by constantly beating it with your blackjack. (That's not a joke.) It may come in handy too.

I've played the mission a good handful of times and in the last ones, I have always been really careful with my resources and could disable a good number of the robots with the resources you can buy as well as the maximizing the things you can make in the mission. So I've certainly played it as faithfully as possible and at this point, I just want an easy way to work around what I think is a pain in the ass about the mission.
I'll definitely give that multi-player option a try.
In one of the factory bays, there's an spot in an area with swimmable water where water arrows regenerate automatically. Not sure what the regen time is. So if you're patient enough, you could have unlimited water arrows at your disposal.

You can try to hit the bots with the blackjack, it takes 19 hits for the big ones and 8 for the small. It takes time but saves your arrows.

Yup, if you look here, there's a description for a script called "RenewableResource." Looks like it can be used for any item, not just water arrows. Default regeneration time is 3 minutes.

Well, for those of you a bit more adventurous, I have figured out a way to get exactly what I want.
I purchased all the equipment I wanted except for 1 water arrow (9 total) and then started the mission. I immediately saved the game. Then I restarted the mission and purchased the exact same equipment except this time I bought all the water arrows (10 total). Then I saved the game in a different slot.
Then using a binary hex based diff tool like Beyond Compare, I simply diff'd the two save game files. I had it show me only differences and then I searched for "09". When I come across an occurrence where "09" occurred in one files and "0A" (hex for 10) in the other, this told me the byte that contained the number of water arrows in my inventory (it was location $9407B in my files - yours might be different but it should probably be close).
Then I used a hex tool like XVI32 and opened one of those save game files and changed the byte I had previous found to FF as well as the following byte in the file. Save the file and load the game and now I have 65535 water arrows with which to enjoy! :-)

No, it's near the workshop area, the lowest part of the level (the map says something like "to lower areas"). There's a sewerlike waterway, and after some testing, it seems that only certain water crystals regen, and only if you have less than 5 total in your inventory. Regen time is set to about 1-1.5 minutes.
Well Taf you! This is one of my favorite games that I've played maybe a dozen times, always on Expert mode and I've never cheated. I think I've earned the right to make a small adjustment to one mission to change something I personally don't like without being hassled about it. If you're really a Thief fan, you should be encouraging people to find ways to play it that they enjoy, not discouraging them from playing.

Actually, in this case, I agree with him.
I dislike the cheat - one of the things I really, really like about Thief is that there's no easy-implement cheat-mode.
And a regenerating water crystal on the very level being discussed has already been mentioned.
So why cheapen it?
