While it is not strictly necessary if it was applied as instructed, it is highly recommended to run the latest version of T2Fix even if you have already installed NewDark to ensure everything is properly set up and functional.

Is it possible to have the mantling changes in OMs to be handled via DMLs? As of now, I believe they are added in the missions themselves.
Yes, you are correct. It is certainly possible to implement this using DMLs instead, though it would require noting each object ID that requires modification. This would accomplish nothing more than the current implementation, however.
Is there any particular reason you request this?
It would be great to have an option of turning these changes on an off. Most people won't bother, but some, like myself () would really appreciate it. DMLs are flexible too since pretty much anyone can edit them if a need arises.

before I forget again, it would probably be a good idea to create a T2Fix ModDB page - a backup mirror is always helpful, and by doing so, you will hopefully avoid having to deal with this vile cretin, whose sole purpose in life is to take other people's stuff and upload it there (ideally, in an outdated version).

I can see where that may be helpful. The T2Fix Mod DB page is now public, though the files will likely take a few days to be authorized. For most, this is of little importance, as the data is identical to what can be found here. This page will henceforth be maintained as updates are made available.

whoops, looks like T2FMDML got lost somehow when building the latest T2Fix.
Actually, it had intentionally not been included up to this point due to a lack of proper testing. It could be potentially disastrous should a broken DML be applied to the incorrect mission, or worse, globally. However, in recent days I was able to test each of the now 162 individual fixes and confirm all work as intended. A new release should follow soon that includes the entire T2FMDML archive along with several other improvements.
