A Night In Rocksbourg goes without saying but I'd like to give special mention to the streets of the safe zone and the Hammered Burrick Inn from part 2. Something about the atmosphere and NPCs just trying to get by just makes it feel like a genuine relief whenever you return there from the rest of the mission.

Have you checked Thief Guild? All its mirrors for this FM look active.
Since Black Parade's second mission is fresh in my memory: the deepest area under Halleford's "garden" is quite atmospheric. Not so much visually, as acustically...
But my all-time favs are the moody outside sceneries from "Chalice of Souls" (mis1) and "Endless Rain", as well as, rather for personal reasons, sensut's recreation of Bran Castle (in "Nosferatu").

I didn't take a screenshot, but I was on the edge of a tall building in "Endless Rain" and I swear I felt the rain hitting my face as I looked out over the city!

I love the painting placed above the cardinal's office in M1 Chalice of Souls (I need to look up its source). I also really love several locations in Katharsis, which does some great stuff with variable scale.
