I'm guessing this isn't your issue, but you might as well try updating Thief2 to version 1.27 to be on the latest build. Use T2Fix.
Resolution Issues
I haven't played Thief since installing Win11, so I'm thinking the issue comes from there, but the game will only play in the default resolution (640x480x32) even though my menu choice of resolutions is huge (native resolution is 3840x2160x32x16:9).
Also, I have to punch my Gamma Adjust to the highest reading in order to see. Maybe its a video card issue.
Anyway, when I change resolutions to 3840x2160 (or any other resolution) the game hangs up solid and I have to shut down the computer and restart. The game will play under 640x480x32, but who wants to play under that resolution (so primitive).

Thanks Renault, I updated using T2Fix, but the problem remains.
Did you try setting compatibility to something else e.g. Windows XP Service Pack 3 or something? (I hope it's still possible in 11). If not, it might worth a try.
try to uncomment force_windowed in cam_ext.cfg, and maybe even try to set a higher resolution in cam.cfg before launching the game.
The only bit I have to offer is this: in cam.cfg (T2 root dir) there are two lines to edit/check on:
game_screen_size 3840 2160
game_screen_depth 32
Thanks to everyone for helping. It was ValmontPhl who I think solved my problem. In cam.cfg, I changed game_screen_size to 3840 2160 from 640 480. The Screen Depth was already set to 32. I fired up Thief and resolution was indeed set to 3840x2160x32 and working !
This doesn't explain why I couldn't change it from the Options menu so there may be something sinister going on that might manifest itself later, but as of now, I'm very happy to be able to play Thief again. It's been 2 years and in that time I've been in DarkMod land, enjoying that "version" of Thief.

So glad it worked. As to the sinister; there are people who know better than me, but it could be a permissions thing in Win 11 (I don't touch the stuff). Either it's installed in a folder Win 11 doesn't like, as in the historic c:/ProgFiles/T2 issues or you simply need to set T2 to run with admin privileges in order to edit configs (Options menu) thru the game.

An added note:
My suspicions led me to fire up Thief Gold to see what would happen. Same thing! The resolution default was 1600x900 and when I tried to change via Options, like Thief 2, it would turn to a postage stamp window in the top left and I would lose mouse control. If I had other programs running, I could Ctrl/Alt/Del to bring up Task Manager, but without a mouse, I could only "Tab" through menu choices, which didn't matter because I got no response. So I think these games were running in the background but I had no access to them, and they prevented me from doing anything else. So, turn computer off and turn it on again and start fresh.
It "seems" to only apply to Thief games. I'm playing Far Cry 6 without any issues. Haven't tried other older games though. Right now I'm just happy to have Thief 2 playable again.
I forgot to say....Yes, I did that and Thief Gold now works as well.
I know I should discard NewDarkLoader for AngelLoader, and I will do that. But I doubt that is the source of my problem.
screen size changing via the option menu only work in older windows versions (I remember it working with windows 10) I know that Microsoft changed the screen API handling for Windows 11. Many older game engines don't have the new correct hooks.
That was my original thought, that it was a windows 11 issue. But then I thought it was a video card issue, and then a Steam issue. Honestly, I can't remember whether I had Win 11 installed the last time I played Thief 2 in 2022. I think it was sometime in 2022 I installed Win 11, but whether it was before or after I played the game ???
Also, I can't be the only one with this problem. If it's as you say, then there must countless number of people who have had the same experience.
so NewDark + win11 = not possible to set a resolution from the ingame menu? can someone confirm?
I just adjusted my thief1 and 2 to 3840x2160x32 then to 1920x1080x32 in game with no problems. I have Win11 home and using Angleloader.
I found that, after finally be able to change my resolution to the native resolution (for me) of 3840x2160x32, I was now burdened with having a font way too tiny to be readable. But I knew the process of changing resolutions manually bypassing the Options menu of the game. and I settled in with 1920x1080x32.
If no one else has had this problem, then I'm pretty sure I bungled things up with my Steam install. I was juggling back and forth as to which HD to use, the SSD (my C Drive where I installed Win 11) which was meant to only house the operating system and essential programs, and my D Drive, which was a conventional (but much much larger) hard drive. Then I stopped playing Thief for 2 years or so and got diverted to other games, including DarkMod.
Now when I try to start up Thief via Steam, it won't engage NewDarkLoader but will only play the game itself. However, when I menu down to thief2.exe (which is IN the steam folders), it will bring up NewDarkLoader and I can play the game without a problem. Messy.
I need to install Angelloader and see what happens. I'm probably digging a deeper hole.

I'm not at all experienced in making changes to files in order to fix things. I've always relied on Defaults or using the Options Menu provided by the game. I really should be more informed on "tweaking" so I don't have to plead for help.
