The internet had been become more than just a reality by that time - it was a broad and glorious data highway, and one could rather easily download the majority of fan missions from the net. Game developers likewise went from putting their software onto a CD/DVD to offer them for download (after the interested player paid the price for that game). And so ended the time of little round plastic discs being sent by postal service, and the great and glorious times of downloading everything on one's own had finally begun.
Unfortunately, the FMs rarely came in bundles or campaigns together, so players had to download them almost one by one. And so it went on to this day, and people don't have to pay for little plastic discs anymore, but have to start lots of downloads instead. Cheaper, but more labour is required.
